This bill would enact the Home Improvement Consumer Protection Act of
2002 which would provide that if a home improvement contract, as
defined, is executed in an amount not exceeding $25,000, regardless of
later increases in the contract price, the homeowner may setoff the amount
of good-faith payments to the original contractor against the aggregate
amount of enforceable mechanics' liens and stop notice claims, in
an amount not exceeding $25,000.

antitrust, consumer protection, or environmental protection law.

an admitted surety insurer that meets all surety industry performance

Act, would require the minimum wage to be adjusted on January 1,
2003, and annually thereafter , to maintain employee purchasing
power.

with the concurrence of both the licensee and the complainant, if there is

This bill would change the amount in dispute requirement for mandatory
arbitration to $7,500 or less, and would require that referrals to the
arbitration program be subject to the same statute of limitation as are
accusations or citations by the registrar.

rehabilitation of privately owned residential projects that are self-help
housing projects, operated on a not-for-profit basis as housing for
homeless persons, or that provide for housing assistance.

by that ruling and if the goals of the Unemployment Insurance Code would
be met by imposing the risk of unemployment directly on that person .
