On March 19, 2020, California Governor Gavin Newsom issued a stay at home order to protect the health and well-being of all Californians and to establish consistency across the state in order to slow the spread of COVID-19. Everyone is ordered to shelter in place except as needed for essential activities. Essential activities include accessing health care, shopping for groceries and supplies, caring for family members, and exercising outdoors. This Order stays in effect until further notice. On March 19 and 20, the State Public Health Officer identified critical sectors in which construction (among much other) work may continue. The State Public Health Officer’s list of essential functions clarifies:
Notwithstanding duplications in the categories, the Order in essence defines as essential continuation of all construction–whether public or private, commercial or residential, ground-up, remodel, or repair–in the State of California. Note that projects not yet started would appear to be covered by the SIP Order and should not proceed.
